Abstract

It is obvious that there exists a close interconnection between the present system of international relations and the character of war deriving from it. The modern system of international relations rules out the very possibility of the world total war. Instead the international community faces a bunch of local wars with non-state actors as counterparts. The future belongs to international security organizations of a new type aimed at resisting non-state actors and solving global problems.
