Abstract
The article analyses reforms of the Department of State and foreign assistance programs under Hillary R. Clinton direction. The paper considers both differences and similarities in Republican as well as Democratic foreign policy approaches. Special attention is paid to the Obama administration’s intention to balance the importance of diplomacy and defense as general pillars of American foreign policy.
