Abstract
2014 has been marked by the official termination of the longest military campaign in the American history - the war in Afghanistan. However, a reconstruction effort in Afghanistan, which was conceived as a new Marshall plan and overshadowed its historical predecessor by far in terms of funding, will continue for at least another 10 years. Its unclear and non-transparent results draw attention not only of scholars, but of the U.S. oversight agencies as well. This paper identifies the key parameters of the largest foreign aid program in the human history and the main paradoxes of its implementation.
