Abstract
The article is devoted to analysis of the present state of budget federalism in the U.S. as it relates to health care reform implementation. The local and state governments lobbies in the U.S. are studied, as well as their present role in political system. The case study is health care reform implementation and creation of federal and state health insurance marketplaces. The budget battles of 2013 are analyzed. Summing up the author makes an assessment of the role of the U.S. local and state governments in the U.S. budget process.
