Abstract
In this article the author explores the fact of ceding Russian properties in North America by the Emperor of Russia Alexandre II to the USA in 1867. After 150 years of concluding the deal the negotiations between two countries go on the delimitation of waters around Alaska and Aleutian Islands though all the necessary clauses on this subject were included in the treaty. In compromise agreement on this situation the author considers to be reasonable, to follow the representatives of nature population of Alaska and Hawaii, who proposed in 2015 year in Geneva to create here the neutral zone of international cooperation in the field of culture and religion and good relations.
