Abstract

Recently the State debt has ceased to be an internal affair of the United States, and turned into a global financial problem. Nevertheless the Federal budget deficit should be considered the normal way of generating income, but not an extraordinary way of shortage covering. The threat to the dollar position does not arise from the budget deficit and public debt existence, it grows when the values of both exceed acceptable limits, which are determined by the fundamental factors of economic development.
