- This article reviews Mexico’s president Enrique Penia Nieto’s approach to Drug War. His promises during electoral campaign are analyzed and compared with formal plans, announced after taking office, and their practical realization. Reforms are evaluated in light of Mexico’s relationship with the USA and the continuing Merida initiative
