Правовая охрана всемирного природного наследия в Соединённых Штатах Америки

Аннотация
Рассматриваются проблемы охраны объектов всемирного природного наследия в Соединённых Штатах Америки. Выявляется роль США в подготовке Конвенции об охране всемирного культурного и природного наследия и особенности их взаимодействия с ЮНЕСКО. Констатируется юридическая независимость участия в ЮНЕСКО и в конвенции. Показываются особенности политического контекста конца 1990-х годов в вопросах взаимодействия с системой охраны всемирного наследия, выразившиеся в появлении законопроекта, направленного на усложнение процедуры номинации объектов для внесения в список всемирного наследия. Формулируются выводы о политической независимости решений, принимаемых комитетом, от позиции ЮНЕСКО. Проводится характеристика федерального законодательства США по вопросам охраны всемирного наследия, анализируются причины его изменений, имевшие место в 2025 году. Демонстрируется важная роль планов управления объектами всемирного наследия в американской системе охраны природы. На примерах отдельных объектов показываются наиболее серьёзные угрозы их экологическому состоянию и меры, предпринимаемые для их снижения. К их числу относится изменение климата, разработка месторождений полезных ископаемых и агропромышленного производства. По результатам проведённого исследования формулируются выводы о возможности рецепции позитивного опыта охраны объектов всемирного природного наследия в США при совершенствовании российского природоохранного законодательства.
