Abstract
All leading countries declare as a national priority the task to increase public administration effectiveness by using electronic government technologies. The multifunctional information infrastructure is under construction. New ideology of government - society interactions is being formed to provide for equal access to national information and knowledge potential to enrich each citizen professionally and empower society to constructively participate in discussion on nationally and locally important decisions.
