- In early December 2011, 10 months after signing the joint Canadian-American Declaration of Shared vision for Perimeter Security and Economic Competitiveness, Canadian Prime Minister S. Harper and U.S. President B. Obama released two Action Plans. This commentary attempts to assess these documents and ponder over their feasibility.
