Abstract
The paper examines the commonly underestimated aspect of John Kennedy's policy-making at the time of the Berlin Crisis of 1961: the role of the U.S. National Security Council's staff. A conclusion is made that the Berlin Crisis was the turning point when the NSC staff became a key element of the U.S. foreign policy-making (especially during crisis periods).
