Abstract
The article is devoted to the study of forming and functioning of the foreign policy decision-making mechanism in the Bush administration before 9/11/2001. Though Bush’s foreign policy team was built of clear realists, the appointments of second level officials demonstrated that a neoconservative turn and transition to the interventionist foreign policy was being prepared.
