Abstract

The emergence of the so-called "Islamic state" has surprised official Washington. American military and political leadership had to develop the anti-ISIS strategic plan after this threat stood up to its full height. Attempts to combine the fight against ISIS with a "regime change" in the Middle East have ended, however, with a complete failure.
