Abstract
The seizure of Manchuria which escalated the conflict between Japan and China into the full scale war, and the beginning of the Second World War in September 1939 marked a collapse of American hopes to preserve the Versailles system in Pacific region. American policy toward Japan started to shift from appeals to reason and common sense to preparedness for possible confrontation. Japanese politicians and military embarked on the way of establishment of “New Order” in Asia which claimed “freedom from white colonialism” and in practice meant redistribution of regional resources in favor of Japan.
