Abstract
The strategy of the American federal regulation of fuel and energy sector contains a concentration of federal subsidies to provide innovative technological breakthroughs in terms of a sharp rise in the efficiency of exploration, mining, energy and resources savings. A particular importance is also attached to compensation for the deficiencies of the human factor through the intensive training and gradual displacement of people from direct participation in the functions of processing and control systems.
