Abstract
In November 2014 the U.S. Department of Defense officially launched a new Defense Innovation Initiative, which is meant to form the basis for the Third Offset Strategy aimed at ensuring the US dominance in defense technologies throughout the XXI century and making the next revolution in military affairs regardless of budget constraints. This paper examines the origins, substance, and key components of this initiative, as well as the factors that might hinder its implementation. It concludes with assessing of the role that these US plans to accomplish the new RMA are supposed to play in achieving the goals of the long-term national security strategy of the United States in the XXI century.
