Abstract
In this article author examines the influence of "Afghan factor" (author means by the 'Afghan factor" the invasion and continued presence of Soviet troops in Afghanistan) on the changes that have occurred since the beginning of 1980 in the new U.S. military policy - the so-called "Carter doctrine".
